Fake Domicile & Freedom Fighter Dependent Reservation Certificates in Uttarakhand NEET — CBI Probe Sought
The petition alleges that fraudulent domicile, caste/category, Freedom Fighter Dependent and related eligibility certificates were used in Uttarakhand NEET-UG Counselling 2026 to secure MBBS seats under state quota and reserved categories. It claims candidate-specific discrepancies were found on the State portal, including rejected applications, non-matching applicant details and unavailable application records, raising questions about both certificate issuance and university verification processes. The petitioner argues that the issue is systemic, involves multiple departments and possible inter-State verification, and risks depriving genuine Uttarakhand candidates of scarce medical seats. Intervention was sought for an independent CBI-led investigation, broad verification of suspect certificates, preservation of records, and consequential action against any beneficiaries, intermediaries or officials found involved.
Petition presented/filed; case number and filing date not stated. The document also includes an interim relief application. No final court order in this petition is provided.
The petition is presented as a fresh PIL after an earlier PIL, Writ Petition (PIL) No. 129 of 2026, was disposed on 29.09.2026 with liberty to file afresh with better particulars. It relies on a 17.06.2025 representation misuse of Freedom Fighter Dependent certificates, an official provisional list of 24 Freedom Fighter quota applicants in UK NEET Counselling 2026, candidate-wise portal verification material, counselling broadsheets, FIRs and media reports. The petitioner states that 195 Round-I and 329 Round-II counselling entries showed claimed Uttarakhand domicile despite schooling outside Uttarakhand, forming a verification pool subject to de-duplication. The petition also refers to university notices dated 28.09.2026, 29.09.2026 and 30.09.2026 stating that provisional allotments of 19 candidates were cancelled on the basis of verification reports from districts.
Whether fraudulent or invalid domicile, caste/category, Freedom Fighter Dependent and related eligibility certificates were procured, issued, verified or used in Uttarakhand NEET-UG Counselling 2026, and whether an independent court-supervised CBI investigation and wider verification exercise are required to examine the full issuance and admission chain and protect genuine candidates.

- 02Direct comprehensive verification of the domicile/permanent-residence, caste/category, Freedom Fighter Dependent and other eligibility/reservation certificates relied upon by the 195 Round-I and 329 Round-II counselling entries identified in the petition, subject to de-duplication, from original issuing authorities, foundational records and government databases, with consequential action in accordance with law wherever fraud or ineligibility is established.

- 04Direct, by interim relief, that the final result, allotment/admission and continuation of the candidates represented by the identified 195 Round-I and 329 Round-II counselling entries remain subject to the final outcome of the PIL.
