Fake Freedom Fighter Dependent Certificates — CBI Investigation & Statewide Verification
The petition alleges serious irregularities in the procurement and issuance of Freedom Fighter Dependent Certificates in Uttarakhand, after re-verification reportedly found incomplete supporting documents in certain certificates linked to MBBS admission benefits. It contends that the problem is not limited to private applicants or CSC operators, but potentially involves failures or collusion within the official verification and issuance process. The petitioner therefore sought court intervention for an independent and time-bound investigation, preservation of records, and a State-wide audit of such certificates used for admissions, recruitment, and other public benefits. Broadly, the petition asks for accountability, protection of genuine beneficiaries, and corrective action wherever fraud is established through due process.
Equal Digital Access to online FIRs and Protection of Accused Persons' Rights
Denial of online access/download of ordinary/non-sensitive FIRs to accused persons through the Uttarakhand Police/CCTNS portal despite such facility being available to complainants; seeking compliance with the Supreme Court directions in Youth Bar Association of India v. Union of India.
Protection of Judicial Proceedings from Unauthorized Digital Exploitation
The Supreme Court, by interim order dated 24.07.2026 in W.P.(C) No. 751/2026, Harshita Grover v. Union of India & Ors., prohibited, without requisite prior permission, the extraction, dissemination, monetisation, posting, re-posting, uploading, transmitting, modification, storing or hosting of audio-video recordings of judicial proceedings on social-media or other digital platforms. Despite a detailed representation dated 21.08.2026 identifying court-proceeding videos/posts continuing online, no effective action was taken and the material remained publicly accessible, creating a continuing cause of action.
Protection of River Ganga from Illegal Dumping Zones, Untreated Sewage Discharge, River-Side Illegal Constructions and Suspected Mining Activities
The Public Interest Litigation concerns continuing environmental degradation caused by unscientific municipal solid-waste dumping at Govind Nagar, Ward No. 17, Rishikesh; near Chinmay Degree College, Shivalik Nagar, Haridwar; and Village Sarai/Ikkad Road, Haridwar. The petition further highlights untreated sewage discharge into the Ganga Canal in the Piran Kaliyar region, suspected illegal mining/excavation near the canal, and commercial constructions close to the River Ganga requiring verification of statutory and environmental compliance.
Safety of UPCL Linemen & Prevention of Electrocution Deaths
The PIL highlights a series of fatal electrocution incidents involving UPCL linemen, culminating in the death of contractual lineman Rajan Kumar on 09.07.2025, allegedly due to deployment without safety equipment, certified training, supervision or a mandatory safety protocol. The petition seeks systemic reforms to ensure the safety, dignity and protection of all permanent and contractual linemen across Uttarakhand.
Right to Sanitation & Dignified Public Toilets in Government Offices and Court Premises
Inspection conducted by National Public Service Trust on 03.07.2026 revealed that public toilets in Government offices and Court premises at Haridwar were locked, unusable, unhygienic or converted into store rooms. Despite detailed representations, no effective action was taken, resulting in violation of Articles 14, 15, 21, 47 and the Supreme Court judgment in Rajeev Kalita v. Union of India.
Illegal Liquor Shops Near Highways & Sensitive Public Places
Despite binding directions of the Supreme Court in State of Tamil Nadu v. K. Balu, liquor shops continued to operate near National/State Highways, hospitals, schools and residential colonies. Physical inspections on 27.06.2026 and 29.06.2026 revealed violations, but authorities failed to act on the petitioner's representation.
Protection of Arrested Persons from Police Atrocities, Public Humiliation and Digital Stigmatisation
Viral videos dated 28.07.2026 allegedly depicted Uttarakhand Police personnel publicly beating persons with lathis/dandas on a public road, while another related video contained threats of dragging and burning them alive. The PIL challenges public assault, humiliation, parade, media exposure and publication of identifying details of arrested persons, and seeks a State-wide constitutional SOP for humane and lawful policing.
